Japan coast guard plane not cleared for takeoff before deadly runway crash, air traffic control transcript suggests

According to the transcript of air traffic control communications made available by Japan's Transport Ministry, the Japan Coast Guard plane involved in the fatal runway crash at Tokyo's Haneda Airport on Tuesday was not cleared for takeoff. The plane was reportedly attempting to do an emergency takeoff without an ATC clearance. The communications show the controller repeatedly ordering the plane to hold its position and informing the pilots that there were multiple planes still on the runway ahead of them. The pilot of the plane said "omarunikku," which can be translated as "already rolling" in response. The transcript does not show the controller granting the plane a takeoff clearance.
